Dominican Republic tenders up to 600 MW solar, wind with mandatory storage

The call, by the Unified Council of Distribution Companies (CUED), will be the first in the nation to require projects to include batteries with storage capacity of at least four hours. The aim is to provide stability to the National Interconnected Electric System (SENI).

The Superintendency of Electricity (SIE) has approved Resolution SIE-092-2025-LCE, establishing the technical and regulatory basis for a tender for up to 600 MW of new solar and wind generation capacity. The electricity generated will be bought by distribution companies under dollar-denominated, long-term power purchase agreements, backed by end-user payments.

The resolution stipulates the renewables sites must incorporate battery energy storage systems (BESS) with a storage capacity of at least four hours. The BESS must offer frequency regulation, ramp control, synthetic inertia, and black start capability, to reinforce the SENI.

A call for proposals dictates renewable energy facilities can have capacities of 20 MW to 300 MW.

The availability of the sites during their contract terms will be monitored by the regulator.

The SIE said energy storage was mandatory to ensure flexibility and reliability in the integration of new renewable energy generation. BESS must be connected at the same interconnection point as their associated generation facilities and must meet the technical requirements of the SENI coordinating body.

The CUED will publish specifications for the tender, conduct the bidding process, and evaluate offers. The tender terms and bidding schedule will be announced in the months ahead.
