India’s TNGECL invites bids for 1.5 GWh of standalone battery energy storage projects

Tamil Nadu Green Energy Corp. Ltd (TNGECL) has launched a tender for setting up seven standalone battery energy storage systems (BESS) totaling 1,500 MWh (375 MW x 4 hours) in Tamil Nadu. The projects are eligible for viability gap funding (VGF) through the Power System Development Fund (PSDF).

Tamil Nadu Green Energy Corp. Ltd (TNGECL) has launched a tender for setting up seven standalone battery energy storage systems (BESS) totaling 1,500 MWh (375 MW x 4 hours) in Tamil Nadu. The projects are eligible for viability gap funding (VGF) through the Power System Development Fund (PSDF).

The selected developers will develop the BESS projects on a build-own-operate (BOO) basis. The projects will be located across seven substations, with each project designed for 1.5 cycles of charging and discharging per day.

Tamil Nadu Power Distribution Corp. Ltd (TNPDCL) will enter into a battery energy storage purchase agreement (BESPA) with the successful bidders to make the storage capacity available to TNPDCL on an ‘on-demand’ basis.

The BESS shall be charged by drawing power from TANTRANSCO/TNPDCL and inject power to TANTRANSCO/TNPDCL network in accordance with the dispatch instructions issued by SLDC. TNPDCL will provide required power for charging BESS considering minimum system efficiency under the agreement.

The BESS must be designed to charge and discharge with a C-rate of 0.25. Additionally, it must allow charging or discharging in blocks from 25 MW/100 MWh to 50 MW/200 MWh, up to the total rated capacity.

The minimum bid size is 25 MW x 4 hours (100 MWh) and the project size must be quoted in multiples of 25 MW X 4 hours (100 MWh).
