GUVNL launches 1.6 GWh battery storage tender in India

Gujarat Urja Vikas Nigam Ltd (GUVNL)—the state electricity regulation owned by the state government of Gujarat—is accepting bids to set up standalone battery energy storage systems (BESS) connected with the state grid with an aggregate storage capacity of 800 MWh (400 MW x 2 hours).

Beyond the initial tender, GUVNL may offer an additional 800 MWh (400 MW x 2 hours) under the green shoe option to successful bidders, provided they match the lowest discovered price. The projects will be awarded through tariff-based global competitive bidding.

GUVNL will enter into a battery energy storage purchase agreement (BESPA) with the successful bidders for providing an energy storage facility. The minimum bid size is 100 MWh, which is 50 MW x 2 hours and in multiples of 50 MW/100 MWh.

BESS developers selected by GUVNL will set up the BESS on a build-own-operate (BOO) basis to offer a facility to GUVNL to charge and discharge the BESS on an “on-demand” basis. They will make the BESS available for two operational cycles per day, i.e., two complete charge-discharge cycles per day. The BESSD must guarantee a minimum system availability of 95% on an annual basis.

The Indian state of Gujarat is rapidly becoming a global clean energy hub. Earlier this week ESS-news reported that Reliance Industries has committed INR 75,000 crore (almost 9 billion USD) to establish an integrated manufacturing ecosystem for the solar value chain, battery energy storage systems (BESS) and electrolysers at Jamnagar, Gujarat.
