Indian utility tenders for 500 MWh of batteries

Bihar State Power Generation Co. Ltd is tendering for 125 MW/500 MWh of batteries in the state of Bihar. Some INR 1.35 billion ($15.5 million) of central government viability gap funding (VGF) is available to support developers.

State-owned Bihar State Power Generation Co. Ltd has invited bids to develop 125 MW/500 MWh of standalone, grid-connected battery energy storage systems in Bihar state.

Central-government VGF, provided to help infrastructure projects be financially viable, will be available to successful developers at a rate of INR 2.7 million per megawatt-hour of battery storage capacity or to cover 30% of project capital costs, whichever is lower. A total INR 1.35 billion of VGF is available to support bids, tender documents indicate.

Bihar State Power, its holding company parent, and the state’s electricity distribution companies will sign battery energy storage purchase agreements with the successful bidders.

The battery projects, which must connect to state grid substations, will be developed on a build, own, operate, and transfer basis but the tender documents do not specify which entity will take ownership of the projects at the end of their life.
