Liberia seeks consultant for solar, battery storage auction

The government of Liberia is seeking consultants to help develop and implement a utility-scale solar and battery energy storage system (BESS) auction.
An initial tender has opened requesting expressions of interest from advisers in developing the legal, technical, commercial, and financial mechanisms for the solar-plus-storage auction.
The consultancy tender details state the project size has not been finalized but could involve up to 20 MW/60 MWh of BESS and 70 MW of solar generation capacity across two sites. One or more of the independent power producers who bid for the project will be selected to finance, build, and operate the sites.
The consultants who are the subject of the initial tender will be paid by the World Bank. The overall project is part of the World Bank’s $64.2 million Liberia Electricity Sector Strengthening and Access Project, which will see the bank lend the Liberian government the rest of the funds necessary.
Written expressions of interest for the consultancy services tender must be submitted by Feb. 25, 2025.
Work began on Liberia’s first utility-scale solar plant in October. The 20 MW site, which is being built at an 88 MW hydropower project, is scheduled for completion this year.
