Montenegro cancels second battery storage tender after receiving no bids
EPCG, Montenegro’s largest electricity provider, has confirmed that its second tender for the procurement of battery energy storage systems has failed, receiving no bids.
According to local media reports, the utility will cancel the procurement, valued at €75,000, which was announced in December 2025. The tender sought bids for a pilot battery project with power output between 100 kW and 130 kW and storage capacity ranging from 100 kWh to 260 kWh.
This marks the second unsuccessful BESS tender by EPCG. The previous tender, launched in September 2025, aimed to procure two 30 MW/120 MWh battery systems (totaling 60 MW/240 MWh) at a cost of €58.8 million. Designed for operation at 35 kV, the batteries were planned for installation at the metal processing company EPCG Željezara Nikšić.
The 240 MWh tender was canceled in October 2025 before the bid submission deadline because EPCG had not received government approval to take out a loan to finance the project. Local newspaper Vijesti reported that the procurement was postponed until the Pljevlja thermal power plant – then offline for environmental upgrades – returned to operation.
According to the latest tender documentation, Montenegro has seen rapid growth in solar power and prosumer connections, driven by EPCG’s projects Solari 3000+, 500+, and 5000+. “Although distributed generation has clear financial and environmental benefits, its rapid expansion brings technical challenges for a distribution network historically designed for a one-way flow of energy to consumers,” the document states.
EPCG previously noted that battery systems would strengthen grid resilience and improve the balance between green electricity supply and demand.
